In this recent (2015) collection of contributions (paywall) from a wide array of personalities (consulting, academia and business), the CIPD offers perspectives on the changes HR operation models currently face.
It discusses subjects as diverse as the strategic role of HR, organizational design, HR in SMB, the business partner role and the future of centres of expertise. There is no one best model for delivering HR. However, this paper shows that there might be a set of leading practices well worth knowing.
